With regional law No. 5/2004, Emilia-Romagna planned ‘to recognise the phenomenon of migration as a structural component of its territory’ by devising regulatory and evaluative tools to define and implement integration policies concerning foreign citizens. Such integration policies concern vital sectors for the well-being and sustainable inclusion of foreigners, such as education, employment and social well-being.
